The measurements are 5 1/2 inches tall by 4 inches across. The vase is marked sterling on the bottom. The beads are glass and are French. They were typically used in wedding and funeral wreaths crowns etc. They are very collectible and rare. This piece I bought in Nice France, and I am certain it is from there. It is from the early 1900s.
